Project Overview
Inspired by the culture, landscape and architectural mastery of Tuscany Italy, Tuscany Hills golf community offers an immediate escape from urban existence. With relaxing residences integrated into the rich landscape of Calaveras County, it delivers unparalleled views of gentle rolling hills and Lake Tulloch.

The Tuscany Hills project proposes development of 335 single family residential units, an 18-hole championship, private golf course, a private marina, and a private beach club on 1,113 acres in Calaveras County. The residential uses will occupy less than half of the site while the rest, about 55 percent, will remain golf and open space.

Development of a marina for approximately 27 slips is proposed on submerged land in the Scorpion Gulch area of Lake Tulloch. The marina will be restricted to the private use of residents only and will not provide any fueling facilities. The marina will be operated by the company responsible for managing the golf course and other resident facilities.

Near the marina there will be a dry boat storage building for approximately 55 boats. Dry storage will provide a safe convenient alternative for boat owning residents as the CC&Rs for the subdivision will not permit the parking of boats on the street or in driveways and the marina will be restricted to day or weekend storage only. Additionally, the presence of a dry storage facility will offset the need for extensive on site trailer parking. Approximately 10 trailer parking spaces will be provided adjacent to the dry boat storage building and a boat launch ramp will be constructed to the northwest of the marina at the end of "A" Drive. Approximately 35 regular off-street parking spaces will also be provided adjacent to the dry storage building. The dry storage service will also be operated by the management company. To the northwest of the proposed boat launch ramp, an emergency helipad will be constructed

A small general commercial area is also proposed, possibly including a general store with basic supplies for home and boats, with the size of the commercial uses not to exceed 7,500 SF with associated parking per County standards. This facility would be for residents use only.

A private Beach Club is also proposed for this area. This facility will be restricted to the private use of residents only. The Beach Club facility could include a small restaurant/lounge or snack bar, a children's playground/child care area, a beach area with chairs, tables and lounges; and a small administrative area. The size of this building complex would be approximately 7,500 SF with associated parking per County standards.

Location
Tuscany Hills is located within the southwestern portion of Calaveras County adjacent to Lake Tulloch near the community of Copperopolis. Calaveras County is located in Central California along the western slope of the Sierra Nevada mountain range. The County is bounded naturally by the Mokelumne River on the north and the Stanislaus River on the south. Adjacent counties are San Joaquin and Stanislaus to the southwest, Tuolumne County to the south, Alpine County to the east and Amador County to the north. Calaveras County consists of 657,920 acres, or 1,026 square miles, and includes the City of Angels (commonly known as Angels Camp), which is the only incorporated area within the County.

Calaveras County is approximately fifty-three miles long from west to east and twenty miles in width from north to south. The western portion of the County is characterized by rolling foothills beginning at an elevation of approximately 300 feet. The terrain rises to the east reaching a peak height of 8,170 feet near the Alpine and northern Tuolumne County borders. The eastern portion of the County is dominated by deep ravines and steep ridges between the foothills and higher mountains.

The project site is located along the north shore of Lake Tulloch off of O'Byrnes Ferry Road and the southern terminus of Little John Road. Primary access to the site would be from O'Brynes Ferry Road and Little John Road. Lake Tulloch bounds the project area on the east.

Site Description
Presently, much of the area is characterized by open, grassy terrain with a population of introduced annual grasses and isolated and widely scattered blue oaks and occasional grey pine. A canopy of live oak, grey pine, buckeye, valley and blue oaks, with an understory of shrubs including whitethorn and poison oak covers canyon slopes. In addition, the site contains existing graded ranch roads, a small stock pond, and a Calaveras County Water District (CCWD) 24-inch raw water pipeline and associated access road.

The overall topography of the site is rolling with steeper slopes occurring along the shoreline of Lake Tulloch, which covers the southern edges of the site. The area above the Stanislaus River (which flows southwest out of Lake Tulloch) is characterized by a sequence of rolling to hilly terraces capped by several large hills. To the north, the valleys of Black Creek and Ramsey Gulch drain an area of low hills. The western end of the project lies in the valley of Littlejohns Creek. Existing jurisdictional waters, wetlands and vernal pools are present throughout the site.
